SITE SETUP is the Website Preferences - where to add global metadata and define the general behaviour of your site.Open the Account Panel on the lower right of your browser window - it's the button with your User Name on it. If you are the Site Owner, the Site Setup link will be there.
Site Setup opens the Preferences Panel.
The Paint Roller icon is the Theme Designer. This is where to assign or create a Design Theme for the site.
